Firefox default settings for all users

Create local-settings.js file in Firefox installation directory

To tell Firefox to load custom default settings create a file with the following contents:

pref("general.config.obscure_value", 0);
pref("general.config.filename", "mozilla.cfg");

For 64 bit FireFox put it to:
C:\Program Files\Mozilla Firefox\defaults\pref\local-settings.js

C:\Program Files\Mozilla Firefox\mozilla.cfg

Recommended preferences to be used in mozilla.cfg

It seems not to be possible anymore to set the default search engine via the configuration file.
Aswell as the home page loaded by a new tab.

But the startup home page setting still works:

pref("browser.startup.homepage", "about:blank");

Suppress the loading of the "Whats New" page from Mozilla on first run after every update:

pref("browser.startup.homepage_override.mstone", "ignore");

Disable data collection by Mozilla:

lockPref("toolkit.telemetry.enabled", false);
lockPref("toolkit.telemetry.prompted", 2); 
lockPref("toolkit.telemetry.rejected", true);

and suppress asking about permission for data collection:

lockPref("datareporting.policy.dataSubmissionPolicyBypassNotification", true);

and prevent health report uploaded to Mozilla aswell:

lockPref("datareporting.healthreport.uploadEnabled", false);

Disable several search related features which create non obvious network traffic:

pref("", false);
pref("browser.newtabpage.activity-stream.feeds.snippets", false);
pref("browser.newtabpage.activity-stream.section.highlights.includePocket", false);
pref("browser.urlbar.suggest.searches", false);
